Representative Matters

  • Clean Water Act Planning and Regulation. Assists public agency and private industry clients in a complex multi-jurisdictional Total Maximum Daily Load (TMDL) process.
  • Land Use Litigation. Located and obtained historic documents, and performed research and analysis to support private company’s defense of its activity as a lawfully-established nonconforming use.
  • Complex Project Permitting. Served as consultant to governmental water authority in California Coastal Commission approval process for large seawater desalination plant.
  • Shoreline Development Approval. Organized and delivered presentations before state land use permitting authority for wide variety of coastal zone clients from single-family residences to cities and counties regarding land use changes, including Local Coastal Plan amendments.
  • Due Diligence Land Use Consulting. Advised potential investor prior to property acquisition about possible application of land use and coastal zone policies for specific parcel.

Cara Vallier has a wide range of experience in land use, permitting, and environmental issues, including work in both the public and private sector. Her expertise is in research and analysis as well as case management, governmental affairs and strategy. Cara obtained her master of public policy degree in 2002, which enhances her understanding of the workings of government, interest groups, and the regulatory process.
