The Washington Department of Ecology is considering the development of human health criteria for state water quality standards. An important factor in deriving human health criteria for carcinogens is the acceptable risk level used to calculate the criteria. The existing Ecology risk policy protects the general population to a one-in-one-million (10-6) increased risk of cancer as long as subpopulations are protected to a level that is no less than a one-in-ten-thousand (10-4) increased risk of cancer.
