The Washington State Department of Ecology recently finalized its purchase of water from Seattle City Light to provide additional water to the Skagit River. The water will support instream flows in the Skagit River and a mitigation program for certain homes in Skagit and Snohomish Counties that rely on exempt wells. In March 2020, City Light began the continuous and permanent release of water from a reservoir associated with its Skagit River Hydroelectric Project. Simultaneously, Ecology announced that its mitigation program is now up and running. The mitigation program provides a legal right to water for approximately 340 landowners.  More information is available at Ecology's website

Matt Wells served as counsel to Seattle City Light on this project.
